R. Donahue Peebles entered real estate through the work of understanding properties before developing them. Born in Washington, D.C., in 1960, he was raised primarily by his mother, who established a real estate brokerage. As a teenager, he worked as a congressional page. He briefly studied at Rutgers University before returning to Washington and starting his business career. His official biography identifies his African American background.
In 1983, he opened an appraisal and consulting firm. He also joined the District's Board of Equalization and Review, which handled real estate tax appeals, and became its chair the following year. Real estate in the capital meant working with a city government that shaped what could be built and where, and Peebles built his career inside that process of public approvals, financing and negotiation. His company moved into development, completing an office-building project in Washington in 1989 before expanding into other cities.
A major opportunity came in Miami Beach. Peebles won the Royal Palm Hotel development rights in 1996 through an agreement with the city. The Peebles Corporation's work has also included the Residences at the Bath Club in Miami, extending the company's presence in the city where the Royal Palm agreement centered his work. A 2020 *Avenue* profile identified Katrina Peebles, his wife, as the company's creative director, responsible for selecting interior designers and architects, and recorded his earlier service as chairman of the Congressional Black Caucus Foundation's board and his public advocacy for expanding opportunities for minority and women developers.
